ntp config?

I did some thinking about the NTP config for the SIPB cell servers.
Currently, it looks like:
the sipb cell servers peer with each other.
All servers are served by the ASO stratum 2 pool, as well as
tick.mit.edu and bitsy.mit.edu.
I think that we should do one of three things:
- Try to be stratum 3, taking time service from the ASO
stratum 2 pool.
- Try to be stratum 3, taking broadcast NTP service from the
router.
- Try to be stratum 2, taking time service from bitsy, tick,
and off-campus stratum 1 time sources (each fileserver would be served
by bitsy, tick, and one different off-campus server).
I don't think it's terribly self-consistent to take time service from
canonical stratum 1 servers *and* a pool of stratum 2 servers. I
have a preference for either the first or the third options.
Thoughts?
