Problem with SIPB services

It was brought to my attention a while back that SIPB server
maintiners were forgetting that they were a part of SIPB. As
Vice-Chairman, I've been asked ot deal with this problem. The reason
I took so long to respond, is that I wasn't sure how to present or
even derive a solution.
The worries have included:
turning away people saying that there are too many people, and
then taking on new members very quickly afterwards without
informing people who previously expressed interest.
new maintainers being pick based on gender
not informing SIPB about cluedumps
not allowing SIPB memebers to see code related to a SIPB
service.
So, I'm presenting that this problem exists and that I'm willing to
take suggestions on how do deal with this problem and present a
solution.
Remember this is just a suggested solution, if people strongly disagree
with this, don't flame me, come up with something better.

All SIPB mainters should make a brief, but clear listing of the
requirments of a maintainer (for instance AFS maintainers require a
level of knowledge in their maintainters.)
All SIPB server maintainers should adverstise to all of SIPB and the
prospectives, stating the requirements, before taking on new
maintainers.
Choices should be made from those that respond based on the criteria
established in the listing of the requirments, and the stress should
be taken of interpersonal relationships, except in extreme personality
conflicts.
SIPB maintainers should make code, policy, and configuartion files
accessible to insterested SIPB members. Any infomation about server
maintainance that the maintainers feel is not suitible for a member to
see at the request of that member should present a sound reason to the
chairman who should judge if this is a valid reason.
Any cluedumps about a service should be announced and made open to
SIPB members and prospectives, unless there is a valid reason
presented to the chairman, who approves it's validity.

Since the consitution says that the vice-chairman's job is to take
care of the day to day operations of the SIPB it might be more
suitible to replace chairman with vice chair in the above text.
