Just to let folks know, I've been gettign some pressure to actually
start buying the hardware that is budgeted for this year (ops is
actually behind sipb in this respect, but that is likely to change in
the next few weeks). Anyhow, if there's no good reason why we haven't
bought the news and afs stuff we budgeted for, now would be a good
time to work on that. If there is still a good reason to wait, that
is ok for now, although people should remember that there is a long
lead time before the end of the fiscal year, so wating too long would
be a bad idea.
