This didn't work reliably, evidently because the current version
of the zephyr syslogd does not interoperate with the current
version of the zephyr library. Basically, some of the delivery
of syslog data depended on syslogd setting up a periodic function
using alarm, and the alarm was undone by the zephyr library.
(syslogd likely would've worked correctly with earlier versions of
the zephyr library that didn't use alarm).

Anyway, there's now a new version that sets up the alarm after
ZInitialize, and this is installed on all sipb server machines.
