I think you may both be a little confused. Yoav, the pgpdev locker is
in the SIPB cell, and requires being in the prdb for the sipb afs
cell. However, the pgp locker is in the athena cell and does not
require this.
Terran, is there a reason you are trying to use the pgpdev locker
rather than the pgp locker?
