Power shutdown in W20

There will be a twelve-hour power shutdown in W20 on the night of June
24. After the power is out for about ten minutes, the W20 machine
room will cut over (permanently) to a circuit which will have power
during the night.
Since the UPSs we have will last ten minutes, this means we can avoid
losing power to most of our servers by putting them on the UPSs before
June 24. We probably don't want to put our AFS servers or picayune on
the UPSs unless we can verify that they have old power supplies,
though.
