Mode bits on release.sh

I chmod'd release.sh to mode 555 in /usr/local/sync on ronald-ann,
after Jonathon and jhawk noticed it was mode 444. I also chmod'd the
RCS checked-in copy of the file in /afs/sipb/machine/ronald-ann, so
that this won't happen again.
(No volumes have been automatically released in the SIPB Cell since
Jonathon modified the release script on Monday, because of the mode
bit problem.)
