redundant releases

We appear to have been releasing all of the volumes with RO on rosebud
twice a night for a while now. The servers variable in the release
script was set to "ronald-ann2 rosebud2 rosebud" since rosebud is a
cname for rosebud2 this had some undesired consequences. The variable
is now set to "ronald-ann rosebud". Since old-rosebud doesn't have
any data, and is going away any day now. I have updated the RCS'd
version in AFS too.
Reading the script also indicates that each volume in the cell gets
released n times a night, where n is the number of readonly's it has.
This means things like project.tcsh and user get released twice a
night. I have not fixed this, if someone else wants to, that's great,
otherwise I'll try to get to it eventually.
