Jonathon pointed out that there is now a machine table entry for
SIPB.MIT.EDU distinct from BLOOM-PICAYUNE.MIT.EDU, for which sipb is a
cname. This means sipb cell lockers no longer have to be associated
with Picayune, and need no longer get screwed up if the SIPB cname is
removed and added to another machine.
To fix things now, rather than after we find problems, I updated
Moira's filesys table, so all AFS lockers "on" Picayune are now "on"
SIPB. (There were 101.) Notes in /mit/dkk/scratch/sipb-fix/.
