[HELP] I'm getting the "Can not create DOS environment" error on bootup

Hi,
I apologize if this is the wrong group to post this in. I couldn't find a place
for asking for help.
Recently, I've beeng getting the "Can not create a DOS environment" error when
I boot up OS/2. The error reported was SYS1200 and 0002. According to the
on-line help, I'm supposed to resort to the OS/2 toolkit to fix this problem. I
don't think I received an OS/2 toolkit when I purchased Warp. What exactly is
it referring to? How do I go about fixing this problem? Right now I can't run
any of my DOS programs.
I don't know if this related or not. But I was testing the SIO145.ZIP serial
interface drivers when the error started to appear. I installed SIO and then
decided to comment out the drivers because I didn't notice a huge increase in
speed and it was (for some reason I don't understand ) tying up my keyboard
inputs. I did play around with some of the utilities SIO provided. But they
were only supposed to report back the status of my serial port and not really
set any system variables so they shouldn't have been the culprit.
Any help, will be much appreciated.
