Well, you don't get a copy of the web, it's stored on millions of
servers worldwide. You get a client to access the web. The IBM Web
Explorer did not ship with OS/2 3.0, because it's still in Beta. You
can get it by ftp'ing to ftp-os2.cdrom.com and getting the file
/pub/os2/32bit/network/webexpb.zip
This is the widely-available IBM Web Explorer 0.9 Beta version, and it
may have bugs. From there it should be possible to access the WWW.

The IBM Homepage is located at the URL (Uniform Resource Locator, i.e.
WWW address) http://www.ibm.com/

Well, I'd suggest http://www.mit.edu:8001/, assuming that the web
client is a good enough beta to not embarass you in front of your
audience.

I'm not actually sure about anything that has to do with Advantis,
sorry. You're in a better position to know this than I; I don't even
have a copy of OS/2 3.0 yet. Actually, if you find out, can you
inform me at shabby@mit.edu, please? I'm very interested in finding
out about this service, myself, as I'm graduating MIT soon and won't
have direct net access anymore.
