Let me note that MIT I/S is in the process of writing up policies with
respect to large mailing lists which may or may not get put into
effect.  In essence, this is a reaction to the fact that there are a
couple of mailing lists run on the MIT.EDU mail hubs (using Moira
lists on Athena) which have hundreds to thousands of non-MIT people on
them, and they are causing very noticeable amounts of additional load
on the MIT machines which deliver mail.  (In a typical week in the
last few months, MIT mail hub machines delivered about half a million
pieces of email....)  If such a mailing list policy actually gets
implemented, it'll probably require that users who are running lists
with greater than N non-MIT users or greater than M% non-MIT users
justify their mailing lists' usefulness in advancing the educational
and research purpose of MIT.

Note that it's also possible that such a policy may never make it past
the first couple of drafts, or that there would be very selective
enforcement of whatever rules are created.

There is, however, listserv software running on MITVMA.MIT.EDU, which
might be better suited for this purpose (i.e., it'll provide digest
ability, restricted ability for people to send email to lists, easier
mailing list maintainance, especially with respect to bouncing
addresses which are not loca, etc.)  I think I obtained a copy of
useful info about how to apply to create a list there by sending the
request "LIST HEADER" or "SEND LIST HEADER" or something similar to
listserv@MITVMA.MIT.EDU.
