There's been a minor change in the Galactic Civilization URL, since
we've been doing some computer changes on campus.

The new URL is:

http://acmex.gatech.edu:8001/spook3/ccastga/Mosaic/galciv/galciv.html

Note that the actual change is the machine name: acme -> acmex
