BCTel and Sympatico BAD and FRAUDULENT SEVICE

Does OS2 operate any faster or more effiently than WIN95 and or force
these poor Internet Providers to a degree of prioritizing to operate
more effiently.
I have found that bigger and better computers are the only way, so far,
to compensate for the very poor equipment that is in the BCTel (British
Columbia's telephone company) slow and antiquated system.
I have experienced quite a remarkable difference in operating on the
Internet with a P133 as opposed to a P166 MMX, with the same speed of
Modem.  
Does this kind of operational difference also show in the use of OS2 in
difference to the plaquing problems of WIN95?
Would such a platform make a noticeable differs in operations on the
Internet?
Just a note in passing, and off the beat and track, BCTel actually is
selling lines to customer,  unaware to them, that they can and are
purchasing digital lines in the Vernon BC (Okanagan Area) when there are
no such lines available in this area because of the old and oudated
system that could not support such speed in ISDN - I believe is the
abbreviation.  VERY INTERESTING ISN'T IT!!!!!!!!!
