Eventually all the reserved for future allocation blocks will be
allocated for use, and will no longer be "bogons."
That is independent of which blocks are routed or routable on the
Internet.
Once upon a time, the NIC (i.e. SRI-NIC) had a field for "connected
status" in their database of addresses. There are several network
blocks allocated, but not "connected" to the Internet.
Perhaps IANA and the RIRs can bring "connected status" back?
