Spending time in and of itself has no value, you're entirely  
correct.  Spending time to come up with a solution which does not  
engage in problem-shifting routing onto the nodes, fixed geographic  
allocations (another nonstarter for reasons which have been  
elucidated previously), and other schemes which ignore customer  
requirements and correspond to operational and business realities - 
does- have value, and that's what's being proposed.
