Asiapac ISPs have a rather worse problem but well - theyre not the only ones.

Yes. Especially when people outside of the Asia-Pac region decide that a
blanket policy reflecting the whole region is appropriate, and forget
about the collateral damage.
*.nz and *.au both come to mind.
