how this translates into operational issues is:
	whois nonsense
	sld namespaces
	deresolution (upon local rule) process
	pricing and non-cash predicate and post-conditions
	moronic (or not) primary geolocs
	encodings and equivalancies (actually an interesting issue, the ietf
	not withstanding)
	safe harbor and data protection scope and semantics
