No, the one you want is around the middle. US looks like just under
13% at #12, while 2-3 are around the 18% mark and 17-20 at around 8%.
So this looks like a nice comfortable spot right in the middle. It's
remarkable that US DSL penetration is unusually low, there is only
one other country where this is below 5%, while many countries have
very little cable.
