well, for balance, every time i've checked, it certainly WAS.

i was recently engaged as a consultant to study ultradns's .ORG architecture
with regard to some complaints seen on an ICANN discussion board around the
.NET bid.  (since my employer was offering services to a different bidder, i
was considered to be an objective evaluator.)  ultradns's .ORG architecture
is designed to achieve, and actually does achieve, excellent DNS coherence.
