A couple of things... NSF no longer funds the router servers, so peering
with the Routing Arbiter is not possible... However, Merit, with the
assistance of ISI, has started the Route Server Next Generation (RSng)
project which provides route server service to participating NAPs.  DEC
Palo Alto, Atlanta (Netrail), and Mae-East currently have contracts with
RSng for this service.  AADS, Pacbell and Mae-West have expressed interest
in the project and contracts are being negotiated. 

Peering is established in much the same way as with the RA project.
