When I posted I was still queuing to speak with somebody at TWTC.
According to TWTC, an OC-48 between Charlotte, NC and Atlanta, GA was
flapping, affecting service for users in North Carolina, South Carolina,
Georgia, and Florida.
The circuit appears to be up from traceroutes, but I have not heard
offical word from TWTC. They did not have a master ticket yet established
when I spoke to them.
