A lot of people on this list are opposed to increasing
government regulation of the Internet industry.

But how would you feel about a law which required
all network operators to have an abuse department
which is responsive, responsible, empowered and
accountable? Now that is an area where the FCC 
and CRTC and Ofcom and the ACA could
probably do some good for the industry.
