That URL seems to be dead, for me at least. There is a short
FAQ on how to install rsync on NT or W2K at this URL:
http://linux.wku.edu/~brent/rsyncntdoc.html and it has
working links to the pieces of Cygwin and MS Resource Kit
that are required.
