I just troubleshoot something similar on a 7500 and it turned out that
the culprit was the "traffic-shape rate" interface command. Using
"rate-limit output" instead solved it. Whether or not this is your
issue, it's likely to be an interface-level setting on the egress
Ethernet interface.
