A couple folks have written responses to my note saying that there will be
problems when someone switches into or out of a provider pair.
Well, yes. Thay'd have to renumber. But the point is that most of the
time these days, new customers are told that if they leave a provider
they'll have to renumber anyway. So there's not much to win or lose this
way.
