Yeah, upon reading the articles, it looks like the contract is $45M or
less for nineteen GSM cells.  The controversy surrounding it seems to be
twofold: first, that WorldCom has never built a cellular network; second
that it's being rewarded ahead of other telcos which haven't (yet) been
busted for accounting fraud.
