Well, reinforced buildings do not help against a pair of
morons with an axe and a truck with Montana plates. There's
no way to protect all cables going out.
Fortunately, there is an easy answer, and that is "geographical
diversity". Helps a lot against earthquakes, hurricanes,
cabin dwellers and other natural disasters.
