If the current 2003-1b proposal were applied to army.mil, I am quite sure
the entire arin board would be spending vacation time in guantanamo bay
courtesy of our current psychotic administration.
the proposed policy is well meaning, but there are too many powerful
entities out there that have no intention to play by the rules -- no
matter how reasonable they might be.
