Surely the guys with 69/8 merely need to acquire compelling content.
Offer some free hosting to whatever your favourite busy free service is.
Something like freechess.org, or even www.asstr.org ;-)
I think starting with the root DNS is silly, start with what people
really care about! I use to remove the games from my Office servers when
they were short of space, amazing how quickly disk space returned, the
same technique may work on larger scale.
