Almost every major Internet provider's acceptable use policy prohibits
the sending of unsolicited bulk e-mail. ISPs have been encouraged to
terminate the accounts of people who engage in the sending of unsolicited
bulk e-mail. Several third-party groups maintain RBL's of groups which
send unsolicited bulk e-mail.

Which ISP gets to tell the US Military their connection is being pulled
because Iraq complained about unsolicited bulk e-mail?
