"Arial, Helvetica" size=3D2>DENVER--The American Civil Liberties Union of=
Colorado today released documents revealing that the Colorado Springs Po=
lice department spied on peaceful critics of government policy and sent i=
ts information directly to the Denver Police Department for its controver=
sial "spy files."</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"=
Arial, Helvetica" size=3D2>"Earlier this year we learned that individuals=
could not attend a peaceful rally in Denver without fear that their name=
s would wind up in a criminal intelligence file," said Mark Silverstein, =
Legal Director of the ACLU of Colorado. "Now it appears that peaceful pro=
testers in Colorado Springs are subject to the same kind of illegitimate =
political surveillance."</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT f=
ace=3D"Arial, Helvetica" size=3D2>"At a time when the Pentagon is proposi=
ng an Orwellian data-mining program to track the most intimate details of=
our lives, how many more Colorado cities are keeping files on peaceful p=
rotest activities that have absolutely no connection to criminal activity=
?"</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"Arial, Helvetic=
a" size=3D2>Last March, the ACLU disclosed that Denver police were monito=
ring peaceful rallies, conducting surveillance of peaceful protest activi=
ties, and keeping criminal intelligence files on the free speech activiti=
es of law-abiding advocacy organizations, in some cases branding them fal=
sely in the files as "criminal extremist." An ACLU class-action lawsuit c=
hallenging the Denver police practices is pending in federal court in Den=
ver. </FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"Arial, =
Helvetica" size=3D2>The documents released today come from the Denver pol=
ice file on Citizens for Peace in Space, a Colorado Springs-based organiz=
ation that seeks to ban the use of nuclear weapons. The group obtained it=
s file from Denver in the course of a review and purge of Denver=92s so-c=
alled spy files prompted by the ACLU's disclosure of the city=92s politic=
al spying last March. </FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FON=
T face=3D"Arial, Helvetica" size=3D2>Silverstein said that the newly rele=
ased files strongly suggest that Colorado Springs police officers have be=
en maintaining the same kind of spy files as their counterparts in Denver=
=2E According to the documents released today, Denver and Colorado Spring=
s police officials coordinated their surveillance of peaceful protesters =
to track the American Friends Service Committee and the Colorado Coalitio=
n to Prevent Nuclear War as their members drove from Denver to join a pea=
ceful and lawful demonstration outside Peterson Air Force Base in Colorad=
o Springs in 1999.</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D=
"Arial, Helvetica" color=3D#0000ff size=3D2><A href=3D"http://www.aclu-co=
=2Eorg/spyfiles/Documents/JamesWattles.pdf">One document</A></FONT><FONT =
face=3D"Arial, Helvetica" size=3D2>, written by Denver Intelligence offic=
er James Wattles, reports that 80 persons attended the peaceful demonstra=
tion. It lists the plate numbers of 30 participants' cars, along with cor=
responding names and home addresses (although the Denver Police Departmen=
t blacked out the individual names before releasing the document.) Accord=
ing to the report, the Colorado Springs Police Department supplied the li=
cense plate numbers to the Denver Intelligence Bureau.</FONT></P><P style=
=3D"MARGIN-RIGHT: 0px"><FONT face=3D"Arial, Helvetica" size=3D2>The final=
portion of the report reflects surveillance conducted in Denver earlier =
the same day at the office of the American Friends Service Committee (AFS=
C), one of the plaintiffs in the ACLU lawsuit. It states that four vehicl=
es left for the demonstration and it notes that passengers included the A=
FSC director and a representative of Colorado Coalition for the Preventio=
n of Nuclear War. Relying on the information supplied from Colorado Sprin=
gs police, the report confirms that the same four vehicles arrived at the=
Colorado Springs demonstration. </FONT></P><P style=3D"MARGIN-RIGHT=
: 0px"><FONT face=3D"Arial, Helvetica" size=3D2>"This document demonstrat=
es that Colorado Springs police diligently recorded at least 30 license p=
late numbers and forwarded them directly to the Denver's Intelligence Uni=
t," Silverstein said. "Someone evidently 'ran' the plate numbers through =
a law enforcement computer to obtain the names and home addresses that ap=
pear in this report. Neither police agency had any suspicion that crimina=
l activity was involved. They had no valid law enforcement purpose whatso=
ever for this political surveillance."</FONT></P><P style=3D"MARGIN-RIGHT=
: 0px"><FONT face=3D"Arial, Helvetica" size=3D2>"Colorado police agencies=
need to learn that a public gathering where individuals peacefully criti=
cize government policy is not a crime scene; it is not criminal activity =
and it is not suspicious activity," Silverstein added. "On the contrary, =
it is activity that it protected by the United States and Colorado Consti=
tutions."</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"Arial, H=

intelligence officer traveled to Colorado Springs to attend a conference =
at Colorado College about the dangers of nuclear proliferation. He then f=
iled a report detailing the views expressed by the speakers and listing t=
he peace activists he recognized in the audience. </FONT></P><P styl=

a" size=3D2>, Denver intelligence officers report that AFSC and Citizens =
for Peace in Space sponsored a conference in Denver titled "Space, Nukes,=
and International Law." The report shows that Denver intelligence office=
rs collected the license plate number of vehicles in the parking lot and =
then listed the corresponding names and home addresses in the Spy Files.&=
nbsp;</FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"Arial, Helve=
tica" size=3D2>The ACLU today released </FONT><FONT face=3D"Arial, H=
elvetica" color=3D#0000ff size=3D2><U><A href=3D"http://www.aclu-co.org/s=
pyfiles/Documents/ActiveForJusticeNewletter.pdf">an additional Denver pol=
ice document </A></U></FONT><FONT face=3D"Arial, Helvetica" size=3D2=
>that reports that the Pikes Peak Justice & Peace Commission (PPJPC),=
also based in Colorado Springs, works closely with Citizens for Peace in=
Space and publishes a newsletter. The report lists PPJPC members and the=
ir addresses; lists the additional individuals responsible for editorial =
and distribution tasks connected with the newsletter; and lists 10 additi=
onal individuals that the report states are "associated" with the two pea=
ce groups. </FONT></P><P style=3D"MARGIN-RIGHT: 0px"><FONT face=3D"A=
rial, Helvetica" size=3D2>"People should be free to attend an educational=
conference, work on a newsletter, join a peace group, or attend a peacef=
