Hrmn, I can seem to download standards from
http://www.ietf.org/ just fine.
For some reason, I can't download anything from
http://telecom-info.telcordia.com/
all the documents seem to cost about $700 apiece.
Not to mention ANSI, ATIS, IEEE, ISO, ITU-T, TIA,
EIA, et al.
