I didn't hear about this conference. Avi Duvdevani the Acting
Commissioner, New York City Department of Information Technology
spoke at the NECCC Electronic Government Conference in Las Vegas
on Monday. http://ec3.org/
Here is a brief press report. As you may recall, the NYC.GOV web site
was intermittent.

While Verizon was working to restore voice communications, Duvdevani
said that the city's Web site (www.nyc.gov) became a resource for
disseminating information to the public and media. Volume of traffic
was 100 times greater than normal, he said.
