Here is AT&T's official media statement.  While technically correct,
omits some information.


FOR RELEASE TUESDAY, SEPTEMBER 11, 2001 
Media Advisory On AT&T Network
AT&T reports there is no damage to its long distance network as
a result of today’s emergency situation in New York City and
Washington D.C.

However, as a result of the emergency situation, there is higher
than normal calling volume into the affected areas.  

To ensure ample network capacity for emergency calls in the affected
areas, AT&T recommends that customers not call New York City or
Washington D.C.
