Additional FCC outage reports filed recently.  Although the normal FCC
reporting regulation is 30,000 subscribers for 30 minutes, when circuits
are damaged by fire the threshold is 1,000 lines.  And when 9-1-1 service
is affected, there is no lower threshold.
