It's probably illegal for folks to say. See

if it's an ordinary criminal warrant, and section (b)(2)(C) of
http://www4.law.cornell.edu/uscode/50/1805.html for wiretaps
under the Foreign Intelligence Surveillance Act. (Btw, both acts
*require* the government to pay.)
