AT&T says that its long distance network is intact, but that there was 
some equipment damage to its local service in New York.  Traffic volume 
is way up, and there is significant congestion on the East Coast.  

	"To keep as many circuits available as possible for emergency
	calling, AT&T is asking that customers and employees hold
	off on non-essential calls into the emergency areas until
	the situation stabilizes."
