From www.maedulles.net it looks like a router based exchange, that is
they run a router that everyone connects to for peering. A pair of
GSR 12416's in fact. Evidently they think moving from layer 2 to layer
3 makes them "2nd generation". I'd say it makes them useless.

I dunno about that. There's been a trend lately in this area to identify
with the airport and "Dulles Toll Road", which is often dubbed the "Dulles
Technology Corridor".
