I was trying to put together a list of the various projects
to improve inter-provider communication.  Are there any others
I missed?

Internet Monthly Report - Ann Cooper
   The purpose of these reports is to communicate to the Internet
   Research Group the accomplishments, milestones reached, or problems
   discovered by the participating organizations.

IPN - Craig Labovitz
   This was a web/java database which maintained messages from
   ISPs, sorted by ASN and data, about scheduled and unscheduled
   network outages

IPNmoo - KC Claffy
   This was a real-time chat (MUD) which let ISPs send messages
   between members

IOPS - Ira Richer
   IOPS has a shared trouble-ticketing system, which let ISPs
   send trouble tickets between members

NOCwire - Sean Donelan
   This was a "hoot-n-holler" network.  This was a closed-circuit,
   out-of-band audio bridge between NOC's which allowed ISPs to
   share real-time information
