The California Office of Emergency Services now includes CAL-ISO
power alerts in its radio EDIS service.  (http://edis.oes.ca.gov/)
Several software programers have developed various programs which
constantly poll the CAISO web site, and will make noises and flashes
your PC screen when alerts are issued.
