i know a lot of you are using rtty for your console concentrators, and this
seems like the easiest way to let the world know that 4.0 is out. nothing
earthshattering. still has the same old BSD-style license.

Portability to POSIX/ANSI systems (pre-ANSI or pre-POSIX no longer supported.)
Uses nonblocking I/O to terminals rather than depending on undependable VMIN=0.
Massive delinting (now passes "gcc -Wall".)
