Transient loops, definitely.

Persistent loops could exist, but would most likely be assocated with 
incorrect redistribution.

Might I suggest, though, that this is a Cisco-specific question, and 
you'd probably get more response on cisco-nsp, cisco-spot, or 
groupstudy?
