text messaging in pakistan

is anyone aware of facilities to allow text messaging to pagers and/or
cellphones in pakistan?
here in toronto, i'm using hylafax and can send messages to alpha pagers
and some cell phones using the cell/pager company ITAP/IXO gateway.
i'd be really interested in something i can use from a server in Karachi
to send messages out to techs.
since some of the messages might be "Satelite Circuit Down", i'm looking
for something i can use without going to some internet based gateway.
