Arguably the "first" peering battle was whether UUnet had to pay for access
to the College Park NSS in 1989-90, which predates the CIX.  I'll be
willing to provide my perspective on the story if anyone cares, but my
memory has faded enough that it probably isn't worth it.

Prior to that the gummint was paying for most everything so peering
battles were not necessary.  Well, maybe except for some of the
CSnet and BITnet stuff in terms of who could send mail where via
what gateways and such....
