3908 is almost certainly *theoretically* able to aggregate first.
However, as we all know, any number of things have to happen first,
resulting in "a concerned clued person with enough time is given
permission to fix it on hardware that doesn't fail when the fix is
applied". How many failure modes do YOU see here? 23 words, I can think
of at least 9 failure modes. ;)
