My take on this is the following.  Despite exploding population in CA,
power plants haven't been brought into production in like a decade.  A
couple new ones are supposed to open this summer.  Also, this is not
really true deregulation, if it were CA power companies would be able to
enter into longer term contracts with any supplier they wished..
