According to the lastest conference call, CAL-ISO expects to implement
1,500 Megawatts of rolling blackouts this evening between 5pm - 8pm PST
in Northern and Southern California.  They are still trying to get another
power plant back online, but it doesn't appear it will be on line in time.

The decision of which neighborhoods to cut will be made by the individual
power companies.
