I forgot literally thousands of standards (IEC, NFPA, etc).  NEBS is a
proprietary purchasing standard published by Telcordia.  Portions of
Telcordia's standards have been incorporated into ANSI industry consensus
standards.

One problem with NEBS is acceptance criteria can vary from company to company.
Its not like a UL label which everyone accepts, one carrier may look at
the NEBS test results and accept the equipment.  Another carrier may look
at the same NEBS test results and reject it.
