I just called the Ramada & the Days Inn, both in Silver Spring, MD.

Both have rooms during NANOG in the under $100 range. They are
about 7-10 minutes walking from the Silver Spring Metro, and it's
about 20 minutes ride to Metro Center.

You might take a cab while hauling luggage.

I'm sure there are lots of other places if you're willing
to brave the Metro. [That's a joke -- unlike oh NYC, the
WMATA Metrorail is clean, carpeted, and full of folks of 
all incomes, unwilling to risk the horrors of DC traffic.]
